There are a couple of reasons for the variation in cost with these finishes: With embossing/foil embossing:

1) Our professional technicians run the job twice; once for foil blocking, then its run again to accurately register for embossing.

2) We utilise a special brass die which can emboss and foil in one pass, which reduces labour but the die is expensive.
